I am in strong agreement with the comments from CUDCP. More clarity is necessary to ensure changes do not negatively impact currently enrolled students--especially in unanticipated ways. If changes are intended to be retroactively applied to currently accredited programs, thus moving forward (i.e., earlier in time) the date at which current accreditation might lapse, please note my strong disagreement, as this would have marked implications for students (e.g., those who seek NRSA funding to support an "extra" year of graduate training prior to internship). Overall, I agree with the intention of this amendment to provide more explicit information about accreditation dates for programs and their students. With more clarity, and erring on the side of temporally later (vs. earlier) accreditation date milestones, a revised amendment could have a positive, protective effect on graduate-level trainees and facilitate their long-term planning. I support Nicholas Eaton's comments and those offered by CUDCP in response to Voluntary Withdrawal but that pertain to the Effective Date of a Decision. It would also be helpful to understand the rationale associating the effective date of an accreditation decision with the final day of the preceding site visit when CoA is unlikely to make a final decision until a subsequent meeting that typically occurs months later. In practice, it seems confusing for a program to assume continuation of full accreditation status, for example, in the months following the site visit but then to have that status changed retroactively.

We applaud CoA for addressing the issue of voluntary withdrawal. Greater clarity will help everyone who is involved in either a program that is withdrawing or thinking about withdrawing. We think more clarity will improve matters still further. There are several details that these revisions do not clarify, but that we hope CoA will clarify in a timely manner. I support CUDCP's comments. I am particularly concerned that CoA make clear that proposed changes are NOT in any way intended to be retroactive. That is, a program's current date of accreditation will not and cannot be changed to an earlier date, effectively shortening the remaining period of accreditation. APA CoA certainly owes this basic level of reliability to all graduate students currently enrolled in APA accredited programs.

In particular, I believe CoA should provide a rationale for requesting that formal requests to withdraw from APA-accreditation be submitted "no earlier than 1-year before" the program's intended withdrawal date. A timing request without apparent logic (no earlier than 1-year before) calls for explanation, and an opportunity to provide comment after CoA's rationale is available to evaluate.
