However, this latest addition (that students need to graduate before the withdrawal date) seems to set up a curious conflict between the withdrawal policy (a hard and fast rule on student graduation date) and the inactive status rule (no such rule about when students must graduate). It is unclear why students in programs that are withdrawing should be subject to a more stringent rule. It is also unclear why programs wouldn't then request inactive status, which would seem to be available for any program that stops admitting students to their APA-accredited program more than two years ahead of withdrawal. The policy on inactive programs seems appropriately student-centered and may be a better model for withdrawal.
